Reports and Indices
Overview
These questions test factual recall—which organisation publishes a report, India's rank or score, key parameters used—rather than deep analysis. The challenge lies in the sheer number of indices and their frequent updates.
This topic intersects with Economy, Governance, Environment, and International Relations. Examiners often frame questions around India's performance relative to neighbours (Pakistan, Bangladesh, Sri Lanka) or around methodology changes. Mastery requires knowing the publishing body, frequency, key parameters, and India's approximate standing for each major index.
Key Concepts
- Index vs Report distinction: An index provides a quantitative ranking (e.g., HDI rank 134), while a report offers qualitative analysis with recommendations (e.g., World Economic Outlook). Some publications combine both.
- Publishing body identification: Most indices come from UN agencies (UNDP, FAO, WHO), World Bank, WEF, or specialised NGOs (Transparency International, Reporters Without Borders). Knowing the parent body helps eliminate wrong options.
- Methodology matters: Indices use weighted combinations of indicators. HDI uses life expectancy, education, and income. A question may ask which parameter is NOT part of an index.
- Periodicity: Most major indices are annual. Some (Global Competitiveness Report) have been paused or restructured. Know which indices are currently active.
- India's neighbourhood comparisons: UPSC frequently asks whether India ranks above or below Bangladesh, Sri Lanka, or China in specific indices—particularly HDI, GHI, and Gender indices.
- Discontinued/revised indices: Ease of Doing Business was discontinued in 2021 due to data manipulation concerns. Such developments are exam-relevant.
- Sub-indices and components: Many reports have sub-indices (e.g., Inequality-adjusted HDI, Gender Development Index within the Human Development Report).
Key Facts
Human Development Index (HDI)
- Publisher: UNDP (United Nations Development Programme)
- Parameters: Life expectancy at birth, Mean years of schooling, Expected years of schooling, GNI per capita (PPP)
- India's position: Medium human development category (typically rank 130–135 among ~190 countries)
- Related indices in same report: Inequality-adjusted HDI (IHDI), Gender Development Index (GDI), Gender Inequality Index (GII), Multidimensional Poverty Index (MPI)
Global Hunger Index (GHI)
- Publisher: Concern Worldwide and Welthungerhilfe (NGOs), NOT by UN or FAO
- Parameters: Undernourishment, Child wasting, Child stunting, Child mortality (under 5)
- India's position: "Serious" category; ranks below Bangladesh, Nepal, Sri Lanka
- Controversy: India has officially disputed the methodology, particularly the FAO food survey component
Global Gender Gap Report
- Publisher: World Economic Forum (WEF)
- Parameters: Economic participation, Educational attainment, Health and survival, Political empowerment
- India's position: Lower half (typically rank 125–135); scores well on political empowerment, poorly on economic participation
World Happiness Report
- Publisher: UN Sustainable Development Solutions Network
- Parameters: GDP per capita, Social support, Healthy life expectancy, Freedom, Generosity, Perceptions of corruption
- Nordic countries consistently top the list
Corruption Perceptions Index (CPI)
- Publisher: Transparency International
- Measures: Perceived levels of public sector corruption (0–100 scale; higher is cleaner)
- India's position: Mid-range (typically 40–45 score, rank 80–90)
Global Competitiveness Report
- Publisher: World Economic Forum (WEF)
- Status: Paused post-2020; methodology under revision
Ease of Doing Business
- Publisher: World Bank (discontinued September 2021)
- Reason for discontinuation: Data irregularities and ethical concerns
- India had reached rank 63 by 2020
World Press Freedom Index
- Publisher: Reporters Without Borders (RSF)
- India's position: Lower half (rank 140–160 range)
Environmental Performance Index (EPI)
- Publisher: Yale and Columbia Universities
- Parameters: Environmental health, Ecosystem vitality
- India's position: Ranks poorly (bottom 10–20); India has disputed methodology
Global Peace Index
- Publisher: Institute for Economics and Peace (IEP)
- Parameters: Ongoing conflict, Safety and security, Militarisation
- Iceland consistently ranks first
Climate Change Performance Index
- Publisher: Germanwatch, NewClimate Institute, Climate Action Network
- India's position: Among top 10 performers due to low per-capita emissions and renewable targets
World Economic Outlook
- Publisher: International Monetary Fund (IMF)
- Type: Report (not ranking); provides GDP growth forecasts
- Frequency: Released twice yearly (April, October) with interim updates
Human Capital Index
- Publisher: World Bank
- Measures: Expected productivity of a child born today given health and education systems
Sustainable Development Goals (SDG) Index
- Publisher: UN Sustainable Development Solutions Network
- India's position: Mid-range among 166 countries; Kerala, Tamil Nadu lead among Indian states
Common Mistakes
- Confusing publishers: Assuming GHI is published by FAO or WFP → It is published by two German NGOs (Concern Worldwide, Welthungerhilfe). Similarly, Press Freedom Index comes from RSF, not UNESCO.
- Mixing HDI parameters: Including poverty rate or GDP growth as HDI components → HDI uses only life expectancy, education (mean + expected years of schooling), and GNI per capita.
- Treating discontinued indices as current: Citing India's Ease of Doing Business rank as a current measure → World Bank discontinued this index in 2021.
- Assuming UN publishes everything: World Happiness Report, though UN-affiliated, comes from the Sustainable Development Solutions Network, not a core UN agency. WEF reports (Gender Gap, Competitiveness) are entirely separate from the UN system.
- Ignoring methodology disputes: Stating GHI or EPI ranks as undisputed facts → India has officially contested both, which is itself exam-relevant.
